Tripartite Agreement Signed to Strengthen Hong Kong–Dalian Maritime Cooperation

On 17 May, the Hong Kong Chamber of Shipping (HKCoS), together with the Hong Kong International Shipping and Maritime Services Centre, and Dalian Maritime University signed a tripartite cooperation agreement in Hong Kong. The signing ceremony was attended by Hing Chao, Chairman of HKCoS and the Centre, and Shan Hongjun, President of Dalian Maritime University, along with representatives from all three parties.

Cooperation Outlook

In the roundtable discussions, Chairman Chao emphasized Dalian Maritime University’s international reputation in maritime education, describing it as a trusted partner. He highlighted Hong Kong’s strengths as both an international shipping centre and “super-connector,” with unrivalled advantages in free trade, finance, and legal services. Looking ahead, he said the three parties would pool resources to build an international platform, connecting mainland China with the global market and to advance collaboration in maritime education, R&D, and policy studies.

President Shan Hongjun emphasized the university’s commitment to engaging with Hong Kong’s shipping community and learning from its traditions. He expressed hope that the agreement would serve as a new starting point for deeper, practical cooperation based on the principle of “consultation, joint development, and shared benefits.” He added that the partnership could become a model for cooperation between Hong Kong’s shipping industry and mainland universities, contributing to China’s goals of building both a strong transport sector and a strong maritime nation.

Agreement Signing and New Representative Office

During the meeting, participants reached broad consensus on key areas of cooperation. Chairman Chao and President Shan then signed the agreement on behalf of their respective parties. Under the framework, the three sides will establish the Northeast Asia Representative Office (Dalian) of HKCoS and the Hong Kong International Shipping and Maritime Services Centre. The office will focus on international maritime research, talent exchange, project collaboration, and cultural exchange.

Also present at the signing were Zhang Hui, General Manager of China Classification Society’s Dalian Branch; Zhao Lianjiu, Secretary General of the Hong Kong International Shipping and Maritime Services Centre; Chen Changzheng, General Manager of Huaguang Dayuan Shipping Co., Ltd.; and representatives from Dalian Maritime University’s affiliated institutions.
